I would not recommend trying it as you most likely could not get it to fit as the 16-28 is meant for 14 to 20 pounds. Cutting the bones off first and placing them back would not solve the issue, though leaving the bones off should get you down to the 20.
Since a 24 pound 7 rib is a large sub-primal I would cut it into 2 pieces. That way you could leave he bones intact as long as you protect the UMAi Dry® bags from sharp bones. Just so you’ll know aging with the bones in place will mean the meat on the bone side will barely benefit from aging.
